New Hire Strengthens ETL’s Capital Development Team

Multidisciplinary consultancy, ETL, is strengthening its capital development team yet further with the hire of cost consultant, Mike Armstrong, to its office at Milton Park, Oxfordshire. ETL recently re-branded from Essentia Trading Ltd.

Mike joins ETL’s 80+ strong team which provides infrastructure advisory services in healthcare, higher education, science and research sectors across capital development, cost management, project and programme management, property consultancy, health strategy and planning and sustainability. With offices in London and Oxfordshire, ETL also has staff based in Cambridge, East Anglia, Manchester and Dublin.

Mike has over 30 years’ experience as a cost manager up to Director level in the construction industry and brings significant skills from his work on large health and higher education projects and programmes.

At Capita (2008-2018), he was the cost management lead for several University of Oxford Colleges and other University Frameworks, including the Universities of Portsmouth and Sussex, as well as various NHS organisations (including Acute Trusts, Mental Health Trusts and CCGs).

Mike brings considerable experience in business case and investment appraisal work, as well as an in-depth knowledge of the cancer care sector, having been client account holder for the National Framework with MacMillan Cancer Support. Prior to working at Capita, he also held senior roles at Davis Langdon and ARUP.

Mike will be working with ETL’s Director of Cost Management, Fiona Leslie, to further expand its client base, leveraging his existing contacts especially in the Oxfordshire/Thames Valley area.
